City of Bellevue Issues Request for Proposals to Advance Good Life District Development
On behalf of the City of Bellevue, H&LA has issued a Request for Proposals (RFP) seeking qualified development partners to help activate and expand the Good Life District—a transformative mixed-use destination anchored by the under-construction Bellevue Bay Indoor Waterpark Resort.
Bellevue is poised to become a premier Midwestern destination for tourism, recreation, and family entertainment. The City’s vision for the Good Life District is to create a vibrant hub that combines hospitality, entertainment, retail, and dining, while delivering long-term economic growth for the region.
City leaders view the Good Life District as a once-in-a-generation opportunity to shape Bellevue’s future as a destination city. The goal is to attract innovative partners with the expertise and creativity to deliver high-quality projects that will enhance the waterpark resort and elevate the overall visitor experience.
The RFP invites proposals from developers with expertise in hospitality, entertainment, restaurant, and retail projects. To support private investment, the City is offering potential incentives and flexible development frameworks, including opportunities through Bellevue’s LB 840 economic development program. These tools are designed to lower barriers, spark creativity, and encourage long-term partnerships.
With the Bellevue Bay Indoor Waterpark Resort set to become one of the region’s largest family attractions, the City is confident that the Good Life District will attract residents and visitors alike, serving as a catalyst for continued growth in eastern Nebraska.
Developers are encouraged to review the full RFP below. Qualifications and proposals are due by 5:00 pm on October 17, 2025, and should be sent via email to Heidi Banak at hbanak@hladvisors.com.
