Bellevue City Council Advances Parks, Infrastructure, and Entertainment District Projects

The Bellevue City Council approved a series of major infrastructure, parks, and development-related actions at its most recent meeting, authorizing more than $4 million in combined projects and agreements aimed at improving public spaces, utilities, and long-term economic development.

Two City Parks to Receive Major Playground Upgrades

Council approved contracts with BCI Burke/Creative Sites for new playground equipment and shelters at two Bellevue parks.

At Twin Ridge II Park, the city authorized up to $145,688 for a new playground and shelter structure. The project includes modern playground equipment, seating, and a shaded gable shelter.

At Willow Springs Park, the council approved an investment of $241,686 for a new playground and shelter. The upgraded park will feature expanded play structures, picnic tables, benches, and a shelter designed to enhance usability and accessibility.

Both projects are expected to significantly improve neighborhood recreation amenities.

Mission Avenue and Sidewalk Projects Move Forward

Council approved a temporary easement agreement with Midwest ROW for the Mission Avenue Reconstruction & Streetscape Project, covering Tracts 6, 7, and 8, at a cost not to exceed $740.

In addition, the council approved final payment and project closeout for the 2025 CDBG Sidewalk Improvement Project. Final payment to NL & L Concrete was authorized in the amount of $33,153, along with a $9,965 contract underrun, officially closing the project under budget.

Major Utility and Traffic Infrastructure Approved

Several large-scale infrastructure projects were also authorized:

• A $1.61 million contract with Heimes Corp. for construction of the Quail Creek Lift Station & Force Main, a key wastewater infrastructure improvement.
• A $123,114 agreement with Commonwealth Electric for traffic signal modifications at Kennedy Freeway and Capehart Road, pending receipt of required insurance and bonds.

Entertainment District and Waterpark Development Continues

Council approved Change Order #1 with Vrana for sewer pipeline relocation north of the future water park site in the Entertainment District. The change order, totaling $76,425, significantly reduced the original estimated project cost and opens approximately two acres of previously undevelopable land. The original cost of the project was nearly $700,000.

The city also approved a $400,000 property agreement with the Nebraska Department of Transportation for the vacation and relocation of 10th Street, a key step in preparing land for Entertainment District development.

To support the construction of the Bellevue Bay Waterpark, the council authorized a $158,700 contract with Thiele Geotechnical, Inc. for soils and materials testing to ensure proper construction standards are met.

$1.7 Million Federal Grant Accepted

The council approved the Federal Award Agreement for $1,729,655 in Economic Development Initiative Community Project funding. The grant will support major improvements at the Bellevue Public Library, including parking lot upgrades, sidewalk improvements, and enhanced accessibility.

City officials noted that the funding will help continue modernizing library facilities while reducing the financial burden on local taxpayers.
