Bellevue City Council Proceedings (Edited for Publication)
A meeting of the Mayor and Council of the City of Bellevue was called to order by Mayor Rusty Hike at Bellevue City Hall at 6:00 p.m. on September 15, 2026. Present were Council Members Don Preister, Rich Casey, Thomas Bums, Julie Collins and Jerry McCaw. Absent: Kathy Welch.
Notice of this meeting was given in advance thereof by publication in the Sarpy County Times &/or Bellevue Times, on the NE Public Notices website, posted at the Bellevue Public Library and Bellevue City Hall and put on city website, the designated method for giving notice and was also given to the Mayor and all members of the City Council. All proceedings hereafter were taken while the convened meeting was open to the public. Available in the Office of the City Clerk confirmation are the affidavit of publication the certificate of posting, & the council’s acknowledgment of receipt of notice. Mayor Hike announced a copy of the Open Meetings Act is posted on rear wall of City Council Chambers and copies are available on the back table.
Mayor Hike led in the Pledge of Allegiance. Pastor Don Torbett, Avery Presbyterian, 1910 Avery Road East, provided the invocation.
1) Council approved amending the agenda by moving item 14a. Request to approve the 2027-2032 Capital Improvement Plan (CIP) before item 13a. Ordinance No. 4224: An ordinance to adopt the budget statement to be termed the Annual Appropriations Bill.
2) Council approved the Amended Agenda.
3) Council approved the consent agenda consisting of the following items: Acknowledge receipt of the August 11, 2026 Tree Board Minutes; Acknowledge receipt of August 27, 2026 Planning Commission Minutes; Approval of the September 1, 2026 Board of Equalization Meeting; Approval of the September 1, 2026 City Council Minutes; Recommend the appointment of Rich Severson as the City Treasurer, effective immediately; and Recommend the appointment of Diane Bruce to the Inland Port Authority Board of Directors to fill the remaining term of Steve Knutson, ending October 1, 2026.
4) Council approved the September 15, 2026 Claims.
5) Following public hearing, Council approved the 2027-2032 Capital Improvement Plan (CIP).
6) Following the third and final reading, Council approved Ord. No. 4224: An ordinance to adopt the Budget Statement to be termed the Annual Appropriations Bills; to appropriate sums for necessary expenses and liabilities; to provide for an effective date, along with Res. No. 2026-17: A resolution to set the 2026-2027 property tax levy.
1) Second readings and public hearings were heard on the following ords: Ord. No. 4225: An ordinance of the City of Bellevue, Nebraska, classifying the employees of the city; fixing the ranges of compensation of such employees; providing a pay range schedule; providing for publication in pamphlet form; repealing Ordinance No. 4221; and providing an effective date; Ord. No. 4226: An ordinance to amend Chapter 12 of the Bellevue Municipal Code by amending Article IV, Sections 12-60; regarding fireworks and to provide an effective date; Ord. No. 4229: An ordinance to amend Chapter 16, of the Bellevue Municipal Code by amending Article II, Sections 16-23, regarding Library Advisory Board and to provide an effective date.
2) The following ordinances were read for the first time: Ord. No. 4230: An ordinance to amend Sections 2.19 and 5.28, Ordinance No. 4146, Bellevue Zoning Ordinance, relating to definitions and permitted uses in the MH Heavy Manufacturing District; to repeal such sections as heretofore existing; to provide an effective date of the ordinance; and to provide for the publication of this ordinance in pamphlet form & Ord. No. 4232: An ordinance to Amend Chapter 21, of the Bellevue Municipal Code by amending Article III, Sections 21-39 to 21-41 regarding the Museum Board and to provide for an effective date. Second readings and public hearings will be heard on Oct. 6, 2026.
3) Ord. No. 4231: An ordinance authorizing the issuance of tax supported Municipal Improvement Bonds of the City of Bellevue, Nebraska, in the principal amount of not to exceed $50,000,000.00 in one or more series for the purpose of paying the costs of certain capital improvements to be owned by the city; prescribing the form of said bonds; pledging funds to be received from a sales and use tax and property tax for the payment of said bonds; providing for the levy and collection of said taxes to pay the same; providing for the sale of the bonds; authorizing the delivery of the bonds to the purchaser; providing for the disposition of bond proceeds; authorizing a policy of bond insurance; delegating certain authority to officers of the city; and ordering the ordinance published in pamphlet or electronic form was read by title only for the first time. Council moved to waive the rule requiring three readings, hold a public hearing, and vote after the public hearing at tonight’s meeting. Following public hearing, Council moved to approve Ord. No. 4231.
4) Following public hearing Council moved to approve a Special Fireworks Display Permit for Midwest Fireworks for a fireworks display at Bellevue East Homecoming, 1401 High School Drive, on Thursday, September 17, 2026, beginning at approximately 9:30 p.m. (Rain date – Friday – September 18, 2026 – (9:30 p.m.) and to approve Event License Application for Scouting America at American Heroes Park to be held Saturday, September 26, 2026 from 4:00 p.m. to 6:00 p.m.
5) Item 14b. was removed per the applicant’s request.
6) The following resolutions were approved by Council: Res. No. 2026-18: A resolution to preserve the City’s flexibility in financing capital improvements; Res. No. 2026-19: Request approval to operate a satellite keno location at the business operated by The Donkey Barn dba “The Donkey Barn” at 2902 Samson Way, Bellevue, NE and authorize the Mayor to sign and Res. No. 2026-20: Request approval to operate a satellite keno location at the business operated by Hey Babe’s Inc. dba “Babe’s” at 512 Galvin Road S., Bellevue, NE and authorize the Mayor to sign.
7) Council approved the following current business items: Approve & authorize the Mayor to sign the Agreement & execute the Notice of Award with Valley Corporation on the Whitted Creek Stream Rehabilitation Project, in an amount not to exceed $3,894,289.77, Approve & authorize the Mayor to sign Amendment #2 with HDR for the Landings Lift Station Project, in an amount not to exceed $83,900.00 (Total for completion of design $32; Approve & authorize the Mayor to sign Amendment #1 to the Engineering Agreement with Jacobs Engineering Group for design services on the Whitted Creek Stream Rehabilitation Project, in an amount not to exceed $179,580.00; Approve & authorize the Mayor to sign Change Order #5 with Vrana Civil to install a storm ditch & construct RIPRAP for the Bellevue Entertainment District, in an amount not to exceed $12,645.00; Approve & authorize the Mayor to sign the Second Amendment to the Cost Reimbursement Research Subaward Agreement for the extension of the grant period to September 30, 2027, in an amount not to exceed $140,000.00; Accept the Proposal with Gallagher to renew the City’s Property Casualty Insurance for the 2026 Renewal Premium, in an amount not to exceed $950,475.00; Approve & authorize the Mayor to sign the Collective Bargaining Agreement with the Civilian Employees Association of Bellevue (CEAB) for a two-year term, October 1, 2026 through September 30, 2028; Approve & authorize the Mayor to sign the Collective Bargaining Agreement with the International Association of Firefighters Local 4906 (IAFF) for the term of October 1, 2026 through September 30, 2028; and Approve the revised Bellevue Public Library Policy Manual.
8) Admin. Reports: Comments must be limited to items on the current reports (September report is attached)
There being no further business to come before the Council at this time, on motion duly made & seconded, at
7:42 p.m. the meeting adjourned.
